Missing Phone

I came home on leave after being away on a military mission for almost 9 months. I was so excited to see my wife that I immediately booked a cab to take me home. When I arrived, we both got caught up in the moment and were kissing and hugging each other passionately. We quickly unloaded my luggage and paid the cab driver without realizing that my phone had fallen out of my pocket and was still in the car. After an hour, I realized that my phone was missing, and we called the number. A stranger answered and told us where he was. I took a bike to collect the phone and found out that the person who had it was a student.

I gave him N10k as compensation and thanked him for returning the phone. Later, I noticed that I had mistakenly transferred the money twice to the student. I contacted him, and he said he saw the money twice but only sent back N5k instead of N10k. He told me to just manage with that and stopped answering my calls. I realized that he probably returned the phone because he saw the pictures on it and was afraid. I was angry and wanted to track him down, but I knew it would cause too much stress. However, I would have got him if I went after him. My question is, was I wrong to be angry? Was he right not to send the whole amount back?
